Can't backup with custom user? Can backup with SYS no problem but, cannot with any other users (10.

I am trying to use a custom created user with sysdba privileges to apply backups via db console  on oracle database 10.2.0.4.0 (Windows OS).  I can backup fine with sys but when I try to submit a backup job using db console with the custom user, I get the following error: 

The job submission has failed for the following reason

ORA-20204: User does not exist: WEBMOVEDBA ORA-06512: at "SYSMAN.MGMT_USER", line 122 ORA-06512: at "SYSMAN.MGMT_JOBS", line 142 ORA-06512: at "SYSMAN.MGMT_JOBS", line 78 ORA-06512: at line 1
