RUP4 - Proration Functionality for O. Seeded Elements 'Regular Wages' and 'Regular Salary'

The teaser in the readme for RUP4 sounds like something we would want to use.  I need more information but can't find it anywhere.  Where do I look?  It references BUGS 3556204 & 5895804.  I looked at them but cannot find the name of the 'concurrent program' that 'has been provided to upgrade the seeded' elements.  Can anyone help?

I looked at the doc set and it says it was current as of 2005.  Where is new functionality doucmented?
