Using Procurement/i-Procurement with contingnet workers prior to R12

 We have a situation whereby employees of our sister/parent company need to create or take action upon items via i-Procurement, but they are not and can not be created as employees in our HRMS system. I know that in R12 contingent workers can take these actions in R12 but we are several years away from that upgrade. Has anyone got any idea's on how to essentially backport this functionality to 11.5.10? Have you had similar problems and if so how did your company get around the issue?
