Point of title transfer possible taxation solutions - R12

We currently have the AR module installed in our system and have the EBtax rules configured around our ship to addresses.  The problem with this is that on our products that are shipped our point of title transfer is not necessarily the ship to or bill to address.

Within the EBtax rules there are options to set up rules based on the point of origin and the point of acceptance, but I have been told that these options do not work for AR?

How do other people handle this taxation issue?
