Agile 9.3 Service Startup Order

Note to self on services startup order:
1. Database
2. Application server (WLS / OAS)
3. AVS
4. Tomcat (relies on AVS and app server)

Is there some way in Windows to set this all to startup automatically and work?  I noticed this works fine in the OEL VM, which I'd also love to hear how this was setup.  (Pat, you there?)
