"ORA-01031: insufficient privileges" when not in VPN

Hello,
I'm getting the following error when I'm not in VPN

ORA-01031: insufficient privileges

I've ora_dba group exists and it has "domain\username" entry added. I'm able to do sqlplus "/ as sysdba" as long as I'm in VPN, when I come out, I cannot.

Am I missing something here? Please advice
