Unable to mark user as Administrator or see some pending user requests

Using the settings section of My Oracle Support I can view a user account and there is a section for making this user an administrator.  However when I select the CSI and click Add the screen redraws but does NOT add that user as an admin!

In the end I went back to Classic Metalink which did allow me to make that user an admin?  Has anyone else had similar issues?

Also there were two pending user requests when I first logged in which I approved ok.  However someone then created two new accounts and these did not show in pending user requests.  Again as soon as I went to classic Metalink they were both there bold as brass and could be approved.
