R12 - Budget across ledgers?

A client has various ledgers, each with 1 Legal Entity and Company Segment (BSV). Budget Managers are responsible for a range of cost centres across Companies.
Is it possible to create budgets across ledgers?
Looking at Define Budget and at Define Budget Organization, budgets remain within a Ledger rather than Ledger Set (just as a Journal Entry is for 1 Ledger).
Is there an alternative solution to achieve Budgetting across ledgers?
