OPM Responsibilty in Read only Mode in R12

 Hi All,
The OPM inventory responsibility is in read only mode and i am unable to do do any transaction like create item,move journal...so on.

Please help guide me how to make this responsibility change from read only mode.I tried doing the HR%Query Mode% to
