additional percent discount in addition to "group of lines" "price break"

We have a group of lines price break for a product.  qty 1-20 are free, 21 and over are 2.25 each.  This is working correctly.  Now, if an employee orders this product, they are supposed to get an additional percent discount.   When navigate to view adjustments, both the price break and percent are shown, but the percent is not adjusting the amount.  Can an additional discount modifier be applied to a price break?
