error in OEM with accounts

I'm getting following error when I try to save my credentials for my metalink account or when I try to forward a job for scheduling:

'Invalid Data - Error: apply failed ORA-28239: no key provided ORA-06512: at "SYS.DBMS_CRYPTO_FFI", line 3 ORA-06512: at "SYS.DBMS_CRYPTO", line 13 ORA-06512: at "SYSMAN.ENCRYPT", line 9 ORA-06512: at "SYSMAN.MGMT_CREDENTIAL", line1 ORA-06512: at line 1'

in the OEM. I think some salt or a "main" password is missing. And so the information cannot be saved encrypted.

I have a problem with the LTADM package, but I think there's no coincidence.

Does someone ever experienced such an behaviour?

Howdy, Stranger!
