Why RAC stop working when 1 process grabs 100% of 1 node's cpu?

Env - 2 nodes in linux 64 servers with 8 cpu each.  RAC load balancing working.  However 1 process grabs 100% of 1 node's 1 cpu and processes start to be sent to busier node.  If we restart DB instance, errant process disappears and load balancing resumes.  If we kill errant process, load balancing does not resume.

Please suggest how we can fix this issue.
