Registered iSupport Primary User Login taking long time

 IsUpport Admin user can quickly login to jtflogin.jsp in 11.5.10.2 but iSupport Primary User when tried to log in to jtflogin.jsp it kakes long time, mostly the browser times out, on very few occasion login is suucessful. I tried boucing the Apache. This is happening in all test instances.

Can anyone suggest whats wron with this?
