Rules Engine sort logic

In the absence of any specification for a sort order, how does Oracle WMS determine the sort order within a subinventory?  For example, if using a simple pick rule to pick from the FG subinventory and there is no sort order criteria - what order will the allocations follow?  Seems like it would be either by locator name, or maybe by locator picking order.
