create consumption advice program-record errored out in mtl_consumption_transactions table

 Hi,
Anyone please tell me,whats the functionality of create consumption advice program?
As per my knowledge,it will create a blanket release and also which will post entry into mtl_consumption_transaction table.
But,i dont have releases created instead there was a record errored out in mtl_consumption_transactions tablewith consumption_prcessed_lag as 'E' with INV_SUP_BPO_EXISTS some thing like this.
What needs to be done to reprocess or fix this record in mtl_consumption_transactions table.
