Windows file locked after UTL_FILE.fopen and KILL SESSION

 Hallo,
I have killed a session that run a procedure that had opend a file with utl_file.fopen. After I killed the session the file is still locked and I had to restart the instance to release the lock. Is ther another way than restarting the instance?
