Oracle Forms 6i Shutting down when opening file

 hello, I am making modifications to the following form, PAYWSDET.fmb, however when i attempt to open the form in Oracle Forms 6i it immediately shuts down.  If i open it in Oracle 9i the form opens but if i try to compile the changes it also shuts down.  Has anyone had this issue?

I am using RDBMS 9.2.0.8.0, Applications 11.5.10.2, Forms 6.0.8.25.2
