Labor Cost Security and project security on All project expenditure inquiry (Find Expenditure Items

With the Expenditure Inquiry in projects, you can do a project inquiry (Find Project Expenditure Items window) or a cross project (all) inquiry (Find Expenditure Items window).  We have users that we want to give cross project (all) expenditure inquiry to, but alas, according to the manual (Project Costing Users Guide) and from what we seem to be seeing in testing, NO project security is enforced in this inquiry, including the project security extension. 

One issue we have with this is with labor costing.  Labor dollars is a sensitive piece of information, since you can figure out what a person is making by looking at the detail record.  Just curious.  How have other Oracle customers handled trying to secure labor cost data while still allowing people to do cross-project inquiry ability?
