Fixed Amount Sales Tax on Quantity in 11i

Hi

I am on 11.5.10.2. My tax regulations require that i have to charge fixed amount of sales tax on Quantity. e.g i have to charge Rs. 780 per metric ton of Steel. How can i achieve this in 11i.
