Inventory Organization - Design question

My client has about 4 medium to small warehouses and are implementing Oracle R12 Inventory and WMS.  What are the driving factors in deciding "Approach 1" vs. "Approach 2" given below?

Approach 1: Define one Warehouse enabled Inventory Organization and model the 4 warehouses as Subinventories.

Approach 2: Define 4 Warehouse enabled Inventory Organizations.
