how to create a network initiated communication service?

 hi,

We had some internal inhouse network nodes and need to expose the capability in OCSG.  This network node will iniitate the request to OCSG which in turn send to service provider (just like smsc notifysmsreception).

Is there any developer guide that guide us how to build such communication service? tks
