Baseline Budget Rejected

 Hi,
I am trying to baseline a new budget of a project, so I worked with the budget changes, then I submitted the budget and finally I baselined the budget, but instead of getting an status of Working, I am getting the status of Rejected. I checked the Workflow background process but its log file, does not have any message related to the rejected budget.

Does anyone know what is the way to debug the workflow background process so I can exactly know why my budget changes is rejected?
