Tax Configuration Library - Navigation: .... (seeded data) > Update Tax Regime?

I am having difficulty trying to navigate around E-Bus tax.  I would like to update a tax regime as mentioned in Doc ID:463001.1.  We have installed patch 7320022:R12.ZX.A and I would like to see if the seeded data is there or not.  I would also like to verify that the tax rates in the seeded data are still current.

I just don't know how to navigate to update a tax regime?  Any suggestions?
