Advanced Queue

Enviroment:- Oracle 10g 10.2.0.4.0

I have a requirement to write PL/SQL program, which will send email notification whenever an Queue is full.

To clarify more:-

1. I am doing some exports ( 1 or many..)

2. I need to capture the cause of delay as my export is delayed because Queue is full

I have little to no knowledge about how advaced queue works being an forms and reports developer, so please try to elaborate your solution.
