How to upgrad e 10.2.0.3 rdbms to 10.2.0.4?

 Hi, I have several 10.2.0.3 databases that need to be upgraded to the latest 10.2.0.4 patchset.  I think the latest patchset is 23.  Can I just apply patchset 23 or do I have to apply patchset 4 and then 23?  What is the best/quickest way to upgrade to 10.2.0.4 patchset 23?
