 Tyring to find best practice for load balancing an EBS installation with upto 9000 users

Scenario 1

One large server to form Application Teir

Scenerio 2

Many small servers to form application tir


I was trying to understand is how I load balancing for both scenarios, ie ACE module and methods of configuration, are their any other method, using Apache etc ..
