How to change/update 'Effectivity Date' in 'Routing Revisions' in the 'Routings' form?

Hi,
Can anyone help me on how to change/update 'Effectivity Date' in 'Routing Revisions' in the 'Routings' form? We have a situation having
transactions stuck in the interface because 'Transaction Date'(Ex:31-JUL-2009 12:00:20) is less than 'Effectivity Date'(Ex: 31-AUG-2009 14:20:20)
of the routing. The transactions need to be processed in July month so we should not change 'Transaction Date'. I tried to update 'Effectivity Date'
through open interface in UPDATE mode but it did not updated. Your response is appreciated.
