ADI Budget missing accounts when download with Budget and Actuals

When downloading a budget, I select Budgets and Actuals in the Worksheet Options, but the worksheet is missing some account combinations.  I've checked the individual segment setups and the combination setup and everything has Allow Posting and Allow Budgeting checked.  I also checked in the GL and for the example I looked at, there have been transactions booked to this account during the year, so it has a balance.  Any ideas why my budget isn't pulling all the accounts?
