Data Guard Setup

I am trying to setup Dataguard, async two servers primary and backup. Our application installs an embedded version of Oracle Enterprise 11g. The setup instructions I am following says I need to run netmgr from both servers and set a few things up there. Problem is ... I cannot find netmgr.  The instructions say oracle_home/bin/netmgr .. but I do not see it there.  How can I tell if it is installed, where, and if not how to get it installed ?
