How to access Install Base.

 Hi I am trying to access the install base application on a vision instance.

I saw from the metalink,we need to login to jtflogin.jsp. so I used the url
www.someinstance.com/OA_HTML/jtflogin.jsp.

I also set the profile option "CSI Forms To SSWA Default Responsibility"
appropriately.

I logged in as myself (not as sysadmin) however I don't see any user administration
tab there to add roles or anything.

I also tried few things from the user form from the system administrator on the securing
attributes tab, but that was not useful.
