Report Manager Superuser Vision database report output in Excel

 We are trying to view the output of FA reports in Excel.  If i run a report in the Vision database using the report manager super user resp it gives me the option to view the output in Excel and works.  The description for the menu for this responsibility says 'Report manager for R12 (menu seeded by ADS).

The responsibility Report Manager Superuser is not in a standard apps instance (non-vision).  How was it seeded in the Vision database? What is ADS? This looks like the functionality we are looking for, can you tell me how it was created? Is there a patch.  We are on R12 12.1.1
