Oracle 9i client for windows, 32-bit

I need to do an exp from an 11g database to a 9i database.  I downloaded the 9.2.0.1 client, but the exp utility does not work.  I want to get either a patch or a later version of the 9i client, but I cannot locate it using the patch finder.  Any help will be appreciated.
