Delete unused parts functionality in the Cycle Count Update screen

Can anyone tell me what Oracle looks at to determine if a part is unused? Within the Cycle Count Update Screen there is a box that you can check to delete unused parts. We need to know what checks or rules it goes through to determine an item to be unused?
