Differences between pin_cycle_fees and pin_cycle_forward

I'm asking on behalf of a Customer. They're observing differences in the results of the pin_cycle_fees and pin_cycle_forward utilities. Of course the aim of the two is different, but as long as one talks about Montly Cycle Forward events, they should behave the same, I think.

Official documentation is very limited. It covers (in my opinion), only a corner case for pin_cycle_fees. Not to talk about pin_cycle_forward, whose description is barely more extended than the utility name itself:
