Drop ship with outside processing (WIP)

 What is required from OM to have a Sales Order that will be drop shipped but first we need to build the assembly in house then send it out for outside processing.  This  outside process vendor will then dropship the order.  We do not use ATO/PTO model Configurator.

Process will be Order Management (external line type) > Flows to WIP Job where routing step includes outside processing > Vendor completes the product and then ships to customer. 

Can this be an ATO Item so that is will link to a WIP Job?  Any ideas?
