11g Fresh Install Pegs CPU at 60%

Hi,

I installed a clean version of 11g EE on a windows 32 bit box with 2 GB ram. After install,  I rebooted and the Console service was eating 60% of the CPU. Stop the console service and cpu returns to normal.

Any ideas ?
