Security by Book

 I need to enable the FA: Security Profile.   I understand that security is based on Business Group ID and the Organization ID.    All my  Organizations were set up in the past without a particular Business Group in the Financial options.   All were defaulted to Set up Business Group.    As per a document  I found on Oracle Support I have gone ahead and created the Security Organizations, Hierarchy .  I  am now stuck at the Security Profiles since I do not have business groups set up.       Do I need to set business groups up in order for this to work?  If so, I can not
