How the Available Quantity calcuated in the SubInventory Transfer Form

Hi all,
I have a problem with a particular item that the avaliable qty is not equal to the onhand qty. 

I have checked MTL_ONHAND_QUANTITIES & (DETAIL),  MTL_MATERIAL_TRANSACTIONS & (TEMP), RCV_TRANSACTIONS, MTL_RESERVATION (most of the MTL table), MTL_ITEM_LOCATIONS, etc but I cannot find any reason that these 2 qty are not the same for this item.

If I open the SubInventory Transfer Form and do a sub inv xfer, enter this item and the Avaliable and On-hand qty values are populated automatically.  Does anyone know how the Avaliable qty value is calcuated in this form ? Actually this Avaliable qty is also shown in Misc. Transaction, Inter-Org Transfer.  I want to know the query or function / procedure that will able to calculate this value.
