Lengthy Startup of OracleDBConsole on oracle database 11g

 hi all,
Why am i having a lengthy startup of OracleDBConsole on oracle database 11g? I changed dynamic IP to a fixed IP of the machine after the instalation of the Oracle database 11g.
I need this service to manage the database.
