Automatic Restart of Standby in Data Guard config comes up Read only

 I have a Data Guard configuration with 3 Physical Standbys. I've noticed that if the server is rebooted, then the standby will come up in READ ONLY mode.  I need it to come up in Mount with recovery on.  Is there a documented best practice for doing this?  Didn't know if I should rewrite my oracle startup script or try to do with a trigger.
