Units retired field in the TAX books

We just went from PROD - to PROD RAC - 11i.   Previously I could enter the units to be retired in the tax book but the field has since been greyed out.  Why is this field greyed out?  The retirement should occur when you do your periodic mass copy but if it doesn't then what?  You can run the mass retirements for that one asset but why doesn't the other work?  Work arounds are available but why doesn't what used to work still work.  Is this to be considered an update or is there a patch?
