When is a Commitment a Commitment?

We are having difficulties reconciling PO to Projects to GL. Some Regs (Incomplete/Reserved) appear in GL but not Projects PSI). Some Reqs are appearing in Projects (PSI) and not in GL.

Do we have a definitive document that explains all the scenarios and the accounting created?
