Inventory Organization is not appearing in Item Organization Assignment window

 Hi, we added a new inventory organization (in this case org 077).  It is active and it appears on the list of values for "Change Organization".  And we can select that organization and open forms in Inventory Super User.  However, we can not see that organization when attempting to assign Items in the Organization Assignment form.  Does anyone have any idea how this could occur?  I have not seen this before.
