Enterprise Manager 11g is painfully slow.

 New installation . Windows Server Enterprise Service Pack 2 . Intel Xeon 2.50GHz . 8 GB Ram . Oracle 11g Enterprise Edition 11.1.0.7.0 .  Takes over 1 minute to login to http://localhost:1528/em/console . Takes 30 seconds to 1 minute to load each page thereafter.  Where can I look to begin finding problem?
