Can not assign manual sequence to OM transaction type

 In OM I have created a document sequence which is set for Manual sequencing.  I created an OM transaction Type for Blanket orders and one for Sales Orders.  When I try to assign sequences to either of the new transaction types the manual sequence is not in the list of values.  The list of values only contains sequences that are set to automatic.

To be sure there was not a problem with the sequence form I created a new sequence with automatic numbering.  This sequence appears in the list of values but the manual ones do not.

I have gone through the implementation guide and user's guide and can not find anything that I missed.
