Engineering Items, BOM's Routings in Release 12

We have been live with the complete e-business suite since 2003. I have been asked to investigate the potential use of Engineering Items, BOM's and Routings for development and cost analysis before new products are released to Manufacturing. Are there any white papers or other documentation that I could review to determine the setups required to use this functionality?

I thought that there was an item attribute that could be set to indicate that an item was an "Engineering Item" but I can't locate it. I see an iten Attribute Name of "Engineering Item" in the Bills of Material Attribute group, but I cannot find the attribute anywhere in the Item forms. I suspect that there are setups missing to use the Engineering Item functionality, but am not sure where to start looking.
