not finding a function

Hi all,

Does anyone know if I can avoid, by disabling core functions the following:

1- Avoid user to duplicate a quote that has an approved status. 

2- Avoid user to add new clause.

I was researching and setting up tests, but could not found the appropriate function, setup, profile to do it.

Would appreciate any information.
