Cannot publish FSG with Report manager

 Hi,

We have just upraded to ATG RUP7 and I am testing the functionality of Report manager. when I submit an FSG the Publish and Presentation Program always ends in error.

java.lang.NoClassDefFoundError
at oracle.apps.jtf.cache.CacheAdmin.isComponentRegistered(CacheAdmin.java:337)
at oracle.apps.fnd.framework.mds.cache.ATGCacheMgrDelegateImpl.<init>(ATGCacheMgrDelegateImpl.java:308)
at oracle.apps.fnd.framework.mds.cache.ATGCacheFactoryImpl.<init>(ATGCacheFactoryImpl.java:44)
at oracle.apps.fnd.cp.request.CpContext.getMDSContext(CpContext.java:1169)
at oracle.apps.fnd.cp.request.Run.main(Run.java:130)

From looking at the requests it also seems like the publish program kicks off before the FSG is finished (or sometimes even started) running - is that normal?
