emctl stop dbconsole - says service is not started but it running

If I run emctl status dbconsole I see:
Oracle Enterprise Manager 11g is running.

I want to stop the console so I can configure it for a cluster environment.  When I run emctl stop dbconsole I see:

The OracleDBConsoleMYSID is not started.

Which states:

The *** service is not started.

The website is running fine, no errors that I can see.
