functionality of workflow param RETENDER_ON_DECLINE_BY_SERVPROV_EQUIPMENT

Hi,

I was wondering whether anybody knew what the functionality is controlled by workflow parameter RETENDER ON DECLINE BY SERVPROV EQUIPMENT. This parameter is not documented in help, nor have I found anything meaningfull on metalink.
